A Study on the Backgrounds of Public Haelth Officials in Korea

Abstract
A study on the background (academic background, training or education in the field of public health, official¢¥s duty position and duration of the service) of public health officials in whole nation was carried out from July 1 to August 9, 1996. The objects of this study were chiefs the Bureaus of Health and Scoial Affairs(Number : 7), chiefs of the Public Health Sections(10), chiefs of the Medical and Pharmaceutical Sections(9), chiefs of the subsections in the Public Health Section and Medical and Pharmaceutical Section(52) in the local governments, of Seoul city, Pusan city and each provinces, and most of all personnels (2,587) of city or county health centers in whole country. And following results were obtained.
1. The receiving rates of any training or education in the field of public health of the objects were as follows. Among the chief officials of local governments the rate showed 7.6% as a whole, 30.0% of chiefs of Public Health Sections, 6.3% and 5.2% of chiefs subsections in Public Health Sections and Medical and Pharmaceutical Sections respectiuely, and none of chiefs of Bureaus of Health and Social Affairs and chiefs of Medical and Phrmaceutical Sections (see table 3). Among the health center presonnels the rate showed 20.4% as a whole. The hightes rate(42.4%) showed in chiefs of Sections and Subsections of Epidemic Prevention Affairs and the lowest(10.1%) in personnels attending in the field of medical and pharmaceutical affairs (see table 7).
2. The academic backgrounds of the objects were as follows. Among the chief officials of local governments, there was no any one who graduated from the school of public health but 12(15.4%) graduated from the college of medicine. None of chiefs of the Bureaus of Health and Social Affairs graduated from the School of Public Health nor college of medicine (see table 4). Among the health center porsonnels, 17(0.7%) graduated from the School of Public health, 25(1.0%) from the college of medicine, 31(1.2%) from the college of pharmacy, 16(0.6%) from the college of veterinary medicine and 991(38.3%) from nurse school or college (see table 8).
3. The durations of official servics in the field of public health administrative systems of the objects were as follows. Among the chief officials of local governmesnt the average duration was 5.28 years as a whole, the highest (6.28 years)revealed in chiefs of the Medical and Pharmaceutical Sections and the lowest (2.64years) in chiefs of the Bureaus of Health and Social Affairs. The durations of less than 1 year, 1 year and years were revealed in numbers of (10.3%), 14(17.8%) and 8(10.3%) of the total respectively (see table 5). Among the health center personnels, the average duration was 2. 11 years as a whole, the highest rate (4.00 years) revealed in chiefs of Sections and Subsections of Epidemic Prevention Affairs, and the lowest (6.24 years) in personnels attending in the field of health promotion affairs. The duration of less than 1 year was revealed in number of 488(10.8%) of the total (see table 9).
4. The official¢¥s duty positions of the objects were as follows. Among the chief officials of local governments, the rate of medical, public health and general administrative duty positions of them were 24.4%, 29.5% and 46.1% respectively (see table 6). Among the health center personnels, medical, public health, general adminis trative and other duty positions occupied 2.4%, 23.1%, 6.4% and 32.3% repectively. And 67.7% of all health center personnels were provisional officials.
